Yes, a minor that is over the age of 15 may get tattooed with legal guardian's consent and proper paperwork.

What legal documentation do I need to bring to my appointment?

Accepted Answer

If you are over the age of 18, you will need a government-issued photo ID such as a passport, driver’s license or military ID. Birth Certificates will NOT be accepted.
If you are under the age of 18, you will need your government-issued photo ID, along with your guardian’s government-issued photo ID. BOTH LAST NAMES AND ADDRESS MUST MATCH.
OR
Guardian’s government issued photo ID and minors birth certificate.

*In cases of legal guardianship/custody agreements, guardianship paperwork stating the name of the guardian AND the minor need to be provided as well.
